Only responding with military force when their own systems are threatened, and even then they sought diplomatic options first, many species look to them for guidance.  They encouraged humanity to start expansion into the untapped areas of the galaxy to seek out more planets that suit human characteristics. In fact it was the Deqa who helped build the underwater cities on Okeanos and encouraged the modification of the human genome to suit that planet's environment. The Ernetic also owe the Deqa a great debt as Pulse Waves pushed their suits to the next level, since power was no longer a concern. Knowing that having all these species try to communicate and meet each other over such a large space was a worthless endeavor, the Deqa established the Synod. It is a small fabricated planet in the crossroads of many populated trade routes, it a neutral space for all species to have a voice. Galactic policy is established there and so are almost all of the trade agreements, it is protected by every large fleet and was the target of Yu suicide bombers during the war, luckily the synod persists and thrives. Though, some naysayers claim the Deqa rule, and they may be right but who cares, the Deqa earned it.
